Guidelines for Writing a Scientific Program Overview (SPO)

IMPORTANT:

  1. The purpose of the Scientific Program Overview (SPO) is to establish the overall scientific justification of the program.
  2. Principal Investigator(s) are required to contact the relevant NSF Program Officer before submitting an SPO to NSF. This initial contact should occur at least two months prior to the submission of the SPO.
  3. Please note that the PIs listed on the SPO should be the same as the ones listed on the EDO and be limited to no more than two individuals.
  4. The SPO is required to list a table of all facilities (NSF and other) involved in the project and the associated estimated cost of deploying each facility. The Principal Investigator is responsible for requesting these estimates from the Facility Managers by no later than 15 November, two months before submission of SPO.
  5. The SPO will have to be submitted via Fastlane to NSF with an electronic copy to the cognizant NSF Program Officer and the LAOF Program Director at NSF. 
  6. Given that the SPO is a formal proposal to NSF, and such proposals are not public information, the PIs may but are not required to provide an exact electronic copy of the SPO to the LAOF Request Coordinator and the relevant Facility Managers (see Contacts). However, the PIs must provide a document that contains a description of the program's scientific objective that is sufficiently complete to allow a proper evaluation of the EDO, which cannot be reviewed without a thorough understanding by the reviewers of the scientific issues that will be addressed via the field work.
  7. There is only one target date per year for submission of an SPO - 15 January two years ahead of the fiscal year in which the program will be conducted.
